The brochure details the rights and responsibilities for both rental owners and their tenants.


HAPCO Philadelphia Needs YOUR Help To Oppose Philly's High Rise Sprinkler Retrofit Bill!

HAPCO Philadelphia needs low-to-moderate-income rental property owners and their tenants affected by the proposed High Rise Sprinkler Retrofit Bill to let us know how many units and tenants you have before a February 2023 City Council hearing.

A coalition of HP, the Pennsylvania Apartment Association, and others, succeeded in delaying Councilmember Mark Squilla's bill until early next after it suddenly reappeared on City Council's agenda without warning.

The proposed sprinkler retrofit bill requires buildings over 75-feet-tall to install sprinkler systems without any financial assistance for rental owners the tenants they'd have to displace.

During an emergency Zoom call, HAPCO Philadelphia and the Coalition estimated the retrofit will run between $20,000 and $50,000 per unit, provided there aren't any problems, such as asbestos.  And the current stack pipe also cannot be used.

Rental owners will also have to pay to relocate their tenants while the installation is being done.

HAPCO Philadelphia NEEDS AFFECTED RENTAL OWNERS TO TELL US HOW MANY UNITS AND TENANTS WILL BE IMPACTED SO WE CAN TELL CITY COUNCIL AT A FEBRUARY 2023 PUBLIC HEARING!!!

Attend Emergency Zoom Call! High-Rise Sprinkler Retrofit Bill Suddenly Back On Council Agenda!

The costly High Rise Sprinkler Retrofit Bill that HAPCO Philadelphia helped delay is suddenly back on Philadelphia City Council’s agenda with a hearing scheduled for November 29th at 10am!

It was originally proposed back in March of 2022, but a coalition comprised of HAPCO Philadelphia, Pennsylvania Apartment Association, and others succeeded in pushing it back.

This legislation would impact high rise buildings over 60 feet and would require the retrofit installation of these sprinkler systems within each unit, without any grants or funding available.

Now, without warning, it’s back and that’s why HAPCO Philadelphia is urging rental and investment property owners to attend an emergency Zoom call Monday November 21st at 1pm.

HAPCO Philadelphia, PAA, and other coalition members will be sending a letter of protest to City Council and is also scheduling a meeting with Councilmember Mark Squilla.

If passed, this bill would be financially devastating to rental owners!
