Philadelphia’s PHLHousing+ program offers unrestricted cash assistance to low-income renters, aiming to prevent eviction and improve housing stability. A recent study by the University of Pennsylvania and the Philadelphia Housing Development Corporation found that participants were less likely to face eviction, experience homelessness, or report serious housing issues. The program has been extended until June 2026 due to its success.
Hapco’s Perspective: Many people aren’t aware of this program, but it is available for landlords and they need to know it exists. Landlords should be on the lookout for it during the application process, particularly when assessing a tenant’s economic stability and ability to pay rent. It is another assistance program, but it is very different from anything we have seen before. Are landlords noticing that tenants are listing this program as one of their sources of rent payment?
