As of December 2, 2025, Philadelphia limits rental application fees to $50 or the landlord’s actual cost and requires landlords with three or more units to let tenants pay security deposits above one month’s rent in three equal monthly installments. Landlords may charge only one application fee per tenant, even if they apply to multiple units.
