In a rare admission, the Philadelphia Inquirer agrees with Hapco Philadelphia.

Forcing developers to build affordable housing without any sort of financial incentive will not work.

City Council’s 2021 Inclusionary Zoning Program was to compel builders to set aside 20-percent of a development for affordable housing.

As the Inquirer points out, it hasn’t worked.  And as Hapco Philadelphia has pointed out for years, a government-can-fix-it-all approach to affordable housing never works unless there are incentives and dollars behind it.
