Council Committee Considers Changes to Security Deposits and Rental Application Fees

Watch here the full Philadelphia City Council hearing of the Committee on Housing, Neighborhood Development and The Homeless on April 7, 2025. The Committee received testimony on two proposed ordinances: one that would allow prospective tenants to pay security deposits over time (rather than in a single lump sum) and another to cap tenant application fees to $20. Many opponents, including Hapco leaders and other housing providers, explained why the proposals would saddle landlords with increased risk and costs, thereby forcing them to RAISE rents rather than lower them.
