The Philadelphia Housing Authority (PHA) has announced a new Payment Standard Schedule for tenant-based Housing Choice Voucher (HCV) units, effective November 1, 2026. The updated standards apply to all new leases and moves processed on or after that date.
PHA has also published a summary of the ZIP codes that moved to a different payment standard group between the 2025 and 2026 schedules, which is helpful for owners planning rents or evaluating properties.
The current schedule is always available in the Resources section of the PHA Owner Portal.
