Philadelphia City Council’s proposal that mandates developers dedicate a percentage of new housing construction as affordable has been assailed as a disincentive by developers.

And now a new stretch of Market Street from 54th to 63rd street is being added to the so-called, “Mixed Income Neighborhoods Overlay District.”

HAPCO Philadelphia and the city’s Building Industry Association believe including mandatory below-market-rate units in a market rate development makes such construction unaffordable to build.
