It’s sort of a chicken-and-egg thing. Tenant incomes can’t keep up with rent hikes, because rental owners can’t keep pace with laws, costs, and fees imposed by Philadelphia City Council.
So, that means affordable housing rental owners can’t increase rent to cover their costs.
