A stunning new study from the Housing Initiative at Penn finds landlords in Philadelphia aren’t helping their eligible tenants apply for pandemic rental relief. Researchers found that 21.5% of Philly renters have “little confidence” they can pay next month’s rent. 10% of renters say they have “no confidence” they can make their next rent payment. So, why aren’t the city’s landlords helping their tenants apply for rent help?
