They may be “driving growth to every corner of Philadelphia,” but they’re skipping the tens of thousands of blocks of rental properties.

Hapco Philadelphia has been fighting for years to get City Hall and Harrisburg to acknowledge that rental owners are small business, too.

The Philadelphia Industrial Development Corporation funnels all sorts of funding sources into public-private ventures around the city.  Then why during an affordable rental housing crisis, are they not helping Mom and Pop rental owners stay in the low-to-moderate-income housing market?
