City Councilmember Kendra Brooks has introduced a pair of bills in Philadelphia City Council that would restrict the criteria landlords can use to screen prospective tenants.

Under the bill, landlords would not be permitted to deny tenants solely based on their credit score, failure to pay during the pandemic, or eviction records older than two years. The bills would also require landlords to share with tenants their screening criteria. Tenants would also be permitted to challenge information that landlords obtain from a third-party screening database.

Prior to the pandemic, Philadelphia landlords filed more than 20,000 evictions annually.
